Instructions of your telegram of August 7th noted.

German merchants and their employees to the number of about 100

and equal number of wives and children are, however, in the

Colony. About 20, including the German Consul, are 2nd reser-

vista not called up owing to nature of employment and age, the

rest are exempt from military service. Subject always to with-

drawal of indulgence at any time, I have permitted all these,

with the concurrence of the General Officer Commanding, to remain

on parole and subject to restriction of movement in the Colony

and undertaking not to leave it.

British subjects have been similarly permitted to

remain at Esingtau on parole.

The only Austrian here is the Consul, as far as I know.

I do not know if he is reservist, and I have not as yet put him

on parole. As regards these German or Austrian reservists, if

any, what are your instructions.

There is, residing on the British Settlement at Shamien

Canton, a number of German merchants, not called up as first

reservists.

reservista.

That action should be taken if any of these are 2nd

I should be glad of your instructions with regard to

the presence here of Germans alluded to above, as to whether

Until further notice the present arrangements are to continue.

General and I are prepared to allow it, but I understand that Commodore would prefer, although he has not yet addressed me on

the subject, them to leave the Colony.
